Putin Envoy, Trump Officials to Meet

Russian Direct Investment Fund (RDIF) CEO and Kremlin’s special envoy for foreign investment, Kirill Dmitriev, announced that he will hold meetings in Washington with representatives of U.S. President Donald Trump's administration on April 2–3. The meetings follow direct instructions from Russian President Vladimir Putin and are set to focus on economic and strategic issues.

"On April 2–3, on the instructions of Russian President Vladimir Putin, I will hold meetings in Washington with representatives of the administration of President Donald Trump," Dmitriev wrote on his Telegram channel.

The diplomatic visit comes at a time of heightened tensions between Washington and Moscow. Russian Deputy Foreign Minister Sergey Ryabkov reaffirmed that any resumption of strategic stability talks with the United States is off the table unless there is a fundamental shift in U.S. foreign policy towards Russia.

"We have consistently stated – and this position remains unchanged – that without clear, verifiable, and real progress in reversing Washington’s profoundly hostile course towards Russia over recent years, we cannot seriously contemplate resuming dialogue on strategic stability, including arms control," Ryabkov said in an interview with *International Affairs* magazine.

He emphasized that Russia will not deviate from this position and believes Washington understands its firmness. Ryabkov also stated that any potential negotiations must include a discussion of the U.S. "Golden Dome" missile defense system, which Russia views as a threat to strategic balance.

The convergence of Dmitriev’s scheduled meetings and Moscow’s firm stance on U.S. relations underscores the complexity of current diplomatic dynamics. While economic dialogue may proceed through Dmitriev’s visit, broader negotiations on arms control and strategic stability remain locked behind significant geopolitical barriers.
