US-South Korea Talks on SCL List

The United States and South Korea are engaged in active discussions over Seoul’s recent inclusion on the US Department of Energy’s Sensitive and Other Designated Countries List (SCL). The South Korean Foreign Ministry confirmed on Tuesday that the designation appears to have taken effect this week and remains a diplomatically sensitive issue between the two allied nations.

“We have been actively engaging in negotiations, including working-level consultations,” the ministry stated, emphasizing that both governments are committed to resolving the matter “promptly.”

The designation places South Korea alongside countries such as North Korea, China, and Russia, raising concerns in Seoul about the implications for its international reputation and ongoing cooperation with the US in energy, defense, and technology sectors.

South Korea’s inclusion on the list dates back to early January, under the prior administration of former President Joe Biden. The Trump administration, now in office, has inherited the issue and is working with Seoul to address it amid efforts to strengthen bilateral ties.

Although the details of the list’s criteria and potential consequences have not been fully disclosed, being labeled a “sensitive country” may impose restrictions on certain energy-related technologies and exports. South Korean officials are seeking clarification and removal from the list to avoid disruptions in trade and joint projects.

As discussions continue, both sides aim to maintain the strength of the US-South Korea alliance, with particular attention to preserving mutual trust and cooperation in light of regional security dynamics and global supply chain concerns.
